Illaoi is from Bilgewater. Her moveset mostly revolves around setplay using tentacles that she can place across the stage and later attack with.
Specials
Tentacle Smash
Long range strike. On hit, the nearest tentacle performs a follow-up attack. If a tentacle is available, cancellable into Prayer of Motion or Prayer in Stagnation.
S1.
Riptide
Destroys projectiles. On hit, the nearest tentacle performs a follow-up attack.
6S1.
Break
Destroys projectiles. Perfectlly time this hit alongside a tentacle followup to crumple opponent. Cancelable into tentacle smash.
6S1 > S1. The second hit of the rekka.
Tidal Swing
Long diagonal strike. If a tentacle is available, it will reposition for a ground bounce follow up.
2S1.
Serpent's Tongue
2-hit strike in the air. If a tentacle is available, it will reposition to stab the opponent from below.
S1, air only.
Prayer of Motion
Activates the nearest tentacle to the opponent. Tap for a fast tentacle hit. Hold to drag the opponent into it.
4S1, hold OK, needs tentacle.
Prayer in Stagnation
The tentacle closest to the opponent will attempt to grab them.
1S1, needs tentacle.
Guiding Hand
Forward translating attack. On hit, summons a tentacle.
S2.
Harsh Lesson
Overhead attack. On hit, summons a tentacle. Charged version travels farther.
6S2, hold OK.
From the Depths
Low strike. Hits close to Illaoi and a short distance away simultaneously. On hit, summons a tentacle.

Faith in Motion
Diving 2-hit strike. Can cross-up. On hit, summons a tentacle.
S2, air only.
Supers
Crashing Waves
Strike that picks up the opponent and swings them around. Hold S1 to resposition an available tentacle under the opponent.
Wrath of Nagakabouros
Summons two tentacles. All tentacles grow and attack automatically for a short time. Cancelled if the point champion takes damage. On completion, one tentacle returns to normal size and remains available.
Test of Spirit
Invincible start up, mid-range strike.
Development
Illaoi was first shown as a fighter in 2XKO on August 1, 2022[1], but she wasn't officially revealed until almost 2 years later on April 22, 2024.[2] Caroline Montano explained in her gameplay reveal trailer that Illaoi is "Not a puppet character", because they "didn't want it to feel like her tentacles were doing all the fighting for her".
